Chay Ya along with local governments and helping communities is building basic infrastructures necessary for providing education, health and environmental services. It helps in the operation and maintenance of the project assets to ensure that undeserved local citizens and communities get the services that they are entitled to by the state. Hence, the ultimate goal of Chay Ya is to match the needs of local citizens and communities with the government’s capacity to deliver them by helping the government to build and operate local infrastructure and institutions that can deliver. By technically assisting local governments to help build much needed infrastructure, Chay Ya ensures that government institutions in a democracy like Nepal are more accountable and responsive to the needs of the citizens. This hopefully will achieve twin results of enhancing local public service delivery ensuring the success of decentralization of Nepal and ameliorating the quality of democracy triggering more local political participation and sense of accountability among people towards government institutions.
